Employers are prohibited from knowingly offering employment, compensation, or fees for services to individuals who are barred from accepting such offers under existing revolving door restrictions in the State Officials and Employees Ethics Act.

The Executive Ethics Commission and Legislative Ethics Commission are granted jurisdiction over employers who violate this prohibition by making improper employment offers to former state officials or employees.

Ethics commissions may impose penalties of up to 3 times the total annual compensation offered in violation of this prohibition.

The bill amends Sections 5-45, 20-5, 25-5, and 50-5 of the State Officials and Employees Ethics Act (5 ILCS 430).
