Prohibits lobbyists and lobbying entities from promising anything of value to state officials, state employees, or candidates for state executive or legislative office in exchange for their support, action, or inaction on specific legislative or executive matters

Explicitly includes campaign contributions, endorsements, and in-kind contributions as prohibited promises when tied to specific official actions

Bars lobbyists from soliciting officials or state employees to violate Section 5-30 of the State Officials and Employees Ethics Act

Preserves the ability to make or accept voluntary contributions that are otherwise lawful and not tied to specific official actions

Amends the Lobbyist Registration Act by adding new Section 3.2
