Amends the Illinois Public Aid Code by adding Section 12-4.60 requiring the Department of Human Services to transition SNAP electronic benefits transfer (EBT) cards to smart chip or Near Field Communication (NFC) technology

Aims to reduce benefits fraud against SNAP recipients by protecting against card skimming, card cloning, and similar fraudulent methods

New EBT cards would allow cardholders to make payments by inserting the chip into a card reader or by "tapping" at contactless-enabled payment terminals
