Removes the restriction preventing county water commission members who are also government officials or employees from receiving compensation (up to $600/year) for serving as commissioners.

Authorizes county water commissions to use alternative project delivery methods, including design-build contracts, for construction projects.

Permits county water commissions to establish procurement goals and accept assignment of municipal waterworks system contracts.

Expands the geographic reach for water transmission and distribution lines from 25 miles to 50 miles outside member municipalities' corporate limits.
