Operators of AI companion systems must implement protocols to detect suicidal ideation or self-harm expressions and refer users to crisis services such as the 9-8-8 Suicide and Crisis Lifeline.

AI companions must notify users they are not communicating with a human at the start of each interaction and at least every 3 hours during continued use.

"AI companion" is defined as systems using AI or emotional recognition algorithms to simulate sustained human-like relationships through personalized interactions, emotion-based questions, and ongoing personal dialogue.

Customer service chatbots, productivity tools, and internal business AI systems are exempt from the requirements.

Violations carry civil penalties up to $15,000 per day, with collected fines deposited into the Statewide 9-8-8 Trust Fund; effective January 1, 2027.
