Creates the Autonomous Vehicle Pilot Project Act requiring Department of Transportation authorization to operate autonomous vehicles (SAE Level 4 or 5) on Illinois public roads

Restricts pilot projects to counties with populations of 1,000,000+ (Cook County), Sangamon County, and the Metro East region (Madison, St. Clair, and Monroe counties)

Allows statewide expansion after 3 years if the Department determines pilot projects have demonstrated safety and operational readiness

Requires operators to maintain $1,000,000 per incident insurance coverage, submit a first responder interaction plan, and report crashes consistent with existing vehicle code requirements

Designates the automated driving system as the legal "driver" when engaged, exempts fully autonomous vehicles from human-driver-related equipment laws, and repeals the Act on January 1, 2029
