Creates a 6-year Prescribed Burn Liability Claims Pilot Program administered by the Department of Natural Resources to provide coverage for losses caused by prescribed burns conducted by certified burn managers

Establishes the Prescribed Burn Liability Claims Fund funded through premiums, fees, gifts, grants, and legislative appropriations to pay eligible claims for property damage, personal injury, or death

Caps claim reimbursement at $1,000,000 per prescribed burn incident, with enrolled burn managers remaining liable for damages exceeding the cap

Requires claims to be submitted within 30 days of the burn completion or when damages occur, and claims must be investigated and verified before payment

Limits State liability to only the amount of money available in the Fund and does not impose additional liability on the State beyond Fund balances
