Allows vehicle owners in affected Illinois counties to renew registration without first completing the required emissions inspection if they agree to complete it within 6 months of renewal

Requires immediate revocation of vehicle registration by the Secretary of State if the owner fails to complete the emissions inspection or provide proof within the 6-month period

Amends Section 13C-15 of the Illinois Vehicle Code (625 ILCS 5/13C-15) governing emissions inspections in the Emissions Inspection Article

Maintains existing requirement that vehicles in affected counties must be inspected every 2 years starting in the fourth calendar year after the vehicle model year
