Mandates that facility owners enter into agricultural impact mitigation agreements for each energy storage system and keep signed copies available on-site during construction or deconstruction

Strengthens farmland protection requirements by requiring repair of both surface and subsurface drainage damage and increasing structure removal depth from 3 feet to 5 feet during decommissioning

Reduces the decommissioning timeline from 18 months to 12 months and requires compensation to landowners for crop losses or agricultural damages resulting from construction or deconstruction
