Amends the Revised Uniform Unclaimed Property Act (765 ILCS 1026/15-102) to expand the definition of "property" subject to unclaimed property laws.

Explicitly includes overpayments made by any person to governments, governmental subdivisions, agencies, or instrumentalities within the definition of unclaimed property.

Covers excess payments for taxes, licenses, or fees where the amount paid exceeded what was ultimately required of the payor.

Declares that these changes constitute a restatement and clarification of existing law rather than new policy.

Takes effect immediately upon becoming law.
