Requires the disability representative on the Interagency Coordinating Committee on Transit Innovation to be either a person with a disability or someone with demonstrated advocacy experience for disability accessibility and transportation needs

Mandates that one Chicago Transit Authority Board member must be a person with a disability who lives within the service area and uses CTA services

Requires one Northern Illinois Transit Authority Board director to be a person with a disability with transportation expertise, appointed with input from a disability advocacy organization serving the metropolitan region

Changes the Suburban Bus Board composition so that one director must be the Commissioner of Chicago's Mayor's Office for People with Disabilities, and requires one Commuter Rail Board director to be a person with a disability who uses commuter rail services

Establishes mandatory ADA Advisory Committees for the Chicago Transit Authority, Suburban Bus Board, and Commuter Rail Board to advise on accessibility and Americans with Disabilities Act compliance, with quarterly meetings and annual reporting requirements
