Requires all grants under the Healthy Forests, Wetlands, and Prairies Act to be cost-share grants, allowing applicants' in-kind contributions to count toward the cost-share requirement

Permits state grants to be used as matching funds for federal grant awards with purposes aligned with the Act

Establishes grant priorities including: planting native species along roadways, parks, and forest preserves; stewardship of urban forests, prairies, and wetlands with invasive species removal; and shoreline restoration projects for counties, municipalities, and park districts

Authorizes additional grant funds for education, marketing, and public outreach about funded projects and steps community members can take to promote native vegetation growth

Maintains existing funding structure: at least 75% for grants to eligible entities, up to 23% for Department restoration activities, and up to 2% for administrative costs
