Creates the Illinois State Museum Collection Trust Fund as a nonappropriated trust fund in the State treasury to be administered by the Department of Natural Resources

Fund receives all proceeds from deaccession (sale or disposal) of scientific, historic, and artistic objects from the State Museum collection, plus transfers from public or private sources

Moneys in the fund may only be used by the State Museum to purchase new objects of scientific, historic, and artistic value or to maintain existing collection items

Fund is protected from state sweeps, administrative chargebacks, or any fiscal maneuvers that would transfer money to other state funds

Exempts expenditures from the fund from specified Illinois Procurement Code requirements when authorized by the Department of Natural Resources
