Direct support personnel and frontline staff serving adults with developmental disabilities would receive wages at 150% of the applicable minimum wage for services delivered on or after January 1, 2027.

The Department of Human Services must file an amendment to the Home and Community-Based Services Waiver Program to implement the new rate methodology by January 1, 2027.

The Department of Healthcare and Family Services must submit a Title XIX State Plan amendment to federal CMS to provide the same 150% minimum wage rate increases for staff at ID/DD and MC/DD facilities.

Additional rate increases would be established for therapy and counseling services, tiered rates for community day services based on acuity levels, community integration supports, and CILA transportation vehicle purchase allowances.

The Department may adopt emergency rules to expedite implementation, with rate changes subject to federal approval and adjustments for employment-related expenses.
