Municipalities with 1,000,000+ population (Chicago) may use automated traffic enforcement systems to record and enforce intersection obstruction violations, where drivers block intersections or crosswalks without sufficient space to clear them

Civil penalties capped at $100 for violations, with an additional $100 maximum penalty for failure to pay or complete required traffic education programs; violations do not go on driving records

Written violation notices must be mailed within 30 days of owner identification by the Secretary of State, but no later than 90 days after the violation, with recorded images accessible online

Monitored intersections must have visible signs indicating automated enforcement is in use, and the municipality must publish all system locations on its website

Vendor compensation must be based on equipment/service value, not citations issued or revenue generated; General Assembly members and municipal/county employees are prohibited from accepting employment or compensation from enforcement system vendors for 2 years after leaving office
