Amends the Illinois Administrative Procedure Act to allow the Joint Committee on Administrative Rules (JCAR) to issue a "statement of unresponsiveness" when an agency fails to substantively respond to JCAR suggestions during the rulemaking second notice period

Extends the second notice period by up to 45 additional days when a statement of unresponsiveness is issued, giving agencies more time to engage with JCAR feedback

Automatically withdraws a proposed rule if the agency fails to provide a substantive response within 7 days after receiving a statement of unresponsiveness

Requires agencies to certify in their written notice to JCAR that no internal procedure, policy, or schedule will prevent them from substantively engaging with the Committee during the second notice period

Takes effect immediately upon becoming law
