Creates the Kidney Disease Treatment Delegation Act to regulate who may perform delegated medical tasks, including central venous catheter procedures, at kidney disease treatment centers in Illinois

Limits delegation of kidney treatment procedures to licensed practical nurses with proper training or certified dialysis technicians who hold (or are working toward) certification from the Nephrology Nursing Certification Commission or Board of Nephrology Examiners Nursing and Technology

Requires all patient care by LPNs or certified dialysis technicians to be under direct, immediate on-site supervision of a licensed physician, advanced practice registered nurse, physician assistant, or registered nurse

Restricts medication administration under delegation to only heparin and saline for dialysis treatments, line flushing, and topical anesthetics

Amends the Nurse Practice Act to make violations of this new Act grounds for disciplinary action, with fines up to $10,000 per violation
