School boards may enter joint agreements with other districts to share superintendents or administrators (excluding principals) either by board resolution or by referendum triggered by a petition signed by at least 8% of registered voters from the last consolidated election

Shared administrator positions can include assistant superintendents, chief school business officials, special education directors, athletic directors, curriculum directors, and other administrative roles

Any cost savings from shared services must be divided equally between classroom needs and property tax relief for district residents

Districts that joined by resolution may withdraw with board approval and consent from other member districts; districts that joined by referendum must hold another referendum to withdraw, which can be initiated by petition of 8% of registered voters

If districts cannot reach agreement terms within 6 months of approval, the regional office of education must assist in developing the joint agreement; executed agreements must be filed with the State Board of Education
