Creates a new criminal offense of "abuse by an educator or authority figure" prohibiting sexual conduct or sexual penetration between school employees and students aged 18-22 when the employee is at least 4 years older and holds a position of trust or authority over the student

Sexual conduct offenses are classified as a Class A misdemeanor for first offense, escalating to a Class 4 felony for repeat offenses or multiple victims

Sexual penetration offenses are classified as a Class 4 felony for first offense, escalating to a Class 3 felony for repeat offenses or multiple victims

Consent of the student is explicitly not a defense to this offense

Amends the School Code to add this new offense to the list of crimes that disqualify individuals from educator licensure or result in license suspension or revocation
