Amends the Illinois Property Tax Code by adding Section 21-137 to require county collectors to notify residential tenants when their building is subject to a delinquent tax sale application

County collectors must make a good faith effort to identify and locate all occupants of dwelling units in affected residential properties

Required notice must include the occupant's name, case information, court details, and contact information for someone who can address concerns

Notice must explicitly state "This is NOT a notice to vacate the premises" and advise occupants to consult a lawyer or housing counseling agency about their rights

Notice may be served by personal delivery, leaving with a resident at least 13 years old, or first-class mail to the occupant
