Expands Medicaid coverage to lawfully present noncitizens in Illinois who are not eligible under existing categories, removing the previous 24-month continuous coverage limit from the initial eligibility date.

Establishes income eligibility for qualifying noncitizens ages 19-64 at or below 138% of the federal poverty level.

Sets income eligibility for qualifying noncitizens age 65 and older at or below 100% of the federal poverty level.

Covers lawfully present noncitizens who meet conditions such as pending asylum applications, receiving services through federally funded torture treatment centers, or holding certain immigration statuses including DACA, temporary protected status, parole, or valid visas.

Amends Section 5-2 of the Illinois Public Aid Code (305 ILCS 5/5-2) under the Medical Assistance Article.
