Mandates employers provide free menstrual hygiene products (minimum 10 units) in bathrooms or individual kits for workers who menstruate

Requires employers to provide reasonable lactation accommodations upon request, including flexible break schedules, private lockable spaces (not bathrooms), refrigeration for milk storage, and nearby water sources for cleaning equipment

Authorizes construction site employees to request inspections from local public health agencies for suspected noncompliance and prohibits employer retaliation for such reports

Adds fines determined by local public health agencies for violations and requires the Department of Public Health to issue guidance to employers by January 1, 2027
