Creates a 12-month eviction moratorium for "covered tenants" who have been detained by immigration authorities or lost federal benefits (SNAP, Medicaid, or Social Security) within the previous 12 months, when such circumstances materially affected their ability to pay rent.

Prohibits landlords from charging fees, penalties, or other charges related to nonpayment of rent by covered tenants during the moratorium period.

Requires tenants to provide landlords with a signed declaration under penalty of perjury attesting to their covered status to halt eviction proceedings.

Allows courts to still issue eviction orders if a covered tenant poses a direct threat to health and safety of other tenants or an immediate and severe risk to property.

Does not relieve tenants of the underlying obligation to pay rent or comply with other lease terms; the Illinois Housing Development Authority may create the required declaration form.
