Establishes a Mental Health Council under the Board of Higher Education to make recommendations on youth mental health issues at public colleges and universities

Council membership limited to no more than 6 students from different public institutions, appointed by the Board of Higher Education

Requires diverse representation including at least one LGBTQ-identified person, one woman, and one person of color, reflecting the state's racial, socioeconomic, ethnic, and geographic diversity

Council responsibilities include identifying barriers to accessing mental health services, gaps in the mental health system, methods to destigmatize services, and recommendations for improving state policy on student mental health

Council must meet at least 4 times annually
