Replaces "non-binary" with "X" as the third gender designation option on Illinois driver's licenses, permits, and identification cards alongside "male" and "female"

Requires applicants seeking to change the sex listed on an existing license or ID to submit a gender designation form with their name, current ID number, address, desired designation, and sworn attestation

Mandates the attestation confirm the gender designation request accurately reflects the applicant's gender identity and is not for fraudulent purposes

Prohibits the Secretary of State from requiring any additional documentation, certification, or verification beyond the gender designation form to change a gender marker

Amends both the Illinois Identification Card Act and Illinois Vehicle Code to implement these changes
