Designates the first Tuesday after the first Monday in November in even-numbered years as "General Election Day," a State holiday to be observed throughout Illinois

Requires schools closed for General Election Day to be made available to election authorities as polling places

Mandates the State Board of Elections implement a secure, free ballot tracking system by January 1, 2026, allowing vote-by-mail voters to track delivery, receipt, and acceptance status of their ballots

Requires election authorities to allow any voter in line when an early voting polling place closes to cast a ballot

Amends the Illinois Procurement Code, School Code, and State Universities Civil Service Act to include General Election Day in the list of recognized holidays
