Lifetime fishing, hunting, or sportsmen's combination licenses purchased on or after January 1, 2027 require holders to pay resident or non-resident fees for permits and stamps based on their current permanent address at time of purchase

Lifetime license holders who no longer live in Illinois will be classified as non-residents for all lotteries, drawings, permits, and stamps issued under the Fish and Aquatic Life Code or Wildlife Code

Department of Natural Resources must suspend privileges of any person who pleads guilty, is found guilty, or receives court supervision for violations related to fee fishing areas

Department may refuse to issue, renew, suspend, or revoke licenses if a licensed area or operator fails to comply with Code requirements

Consolidates multiple definition sections into a single definitions section and makes technical changes including replacing "size limit" with "length limit" and "catch limit" with "daily limit" throughout the Code
