Amends the Capital Development Board Act to authorize the Capital Development Board to enter into contracts and manage construction projects under public-private partnership agreements

Allows the Board to act on behalf of institutions of higher education or State agencies that are already authorized by statute to enter public-private partnerships

Explicitly excludes the Department of Corrections from this public-private partnership authority

Grants the Board rulemaking authority to implement the new public-private partnership provisions
