Amends the Illinois Insurance Code to require insurers to pay nonparticipating ground ambulance services owned and operated by local governments at rates established or approved by that unit of local government's governing body

Establishes separate payment rate requirements for nonparticipating ground ambulance providers that are not owned and operated by local governments

Expands the definition of "ground ambulance service" to include both transportation and non-transportation services such as evaluation without transport, treatment without transport, and paramedic intercept

Updates the definition of "paramedic intercept" to reference vehicles licensed under the Emergency Medical Services (EMS) Systems Act staffed by advanced life support EMS personnel

Amends the Health Maintenance Organization Act to replace provisions on emergency ambulance transportation coverage with broader provisions covering all ground ambulance services
