Electors may petition to place a referendum on the general election ballot to dissolve any unit of local government and transfer its functions to a receiving unit of local government.

Petitions require signatures from at least 5% of voters who cast ballots in the preceding general election, must be filed at least 122 days before the election, and must include published notice in local newspapers.

Dissolution requires approval by either three-fifths of those voting on the referendum or a majority of all election voters, in both the dissolving and receiving units of local government.

Upon dissolution, all real and personal property, assets, personnel, contractual obligations, liabilities, and taxing authority transfer from the dissolved unit to the receiving unit of local government.

The dissolution date must be at least 90 days after the election, and signatures on petitions must be gathered within 365 days of filing (or a shorter period of 180-365 days if set by local ordinance).
