Amends the Illinois Environmental Protection Act to prohibit the Illinois Pollution Control Board from adopting any standards for air pollution, water pollution, drinking water, hazardous waste, or landfills that are less stringent than current Board regulations.

Preserves the authority of any person to propose, and the Board to adopt, environmental regulations more stringent than those promulgated by the U.S. EPA Administrator.

Adds a fourth category allowing the Board to adopt emission standards necessary to comply with state air quality standards that are more stringent than federal standards.

Applies to multiple sections of the Act covering air quality (Section 10), water pollution (Section 13), drinking water (Section 17), hazardous waste (Section 22.4), and landfills (Section 22.40).
