Updates federal law references in the Guardianship and Advocacy Act from the Developmental Disabilities Services and Facilities Construction Act to the Developmental Disabilities Assistance and Bill of Rights Act of 2000

Changes quorum requirements for the Guardianship and Advocacy Commission from a fixed 6 members to a majority of members excluding vacancies

Requires regional Human Rights Authorities to include service provider replies in public findings only if the provider requests inclusion

Revises the Mental Health and Developmental Disabilities Code definition of "mental illness" to replace "dementia or Alzheimer's disease" with the broader term "neurocognitive disorder"

Adds a new definition of "under guardianship" and updates references from "Guardianship and Mental Health Advocacy Commission" to "Guardianship and Advocacy Commission"
