Amends the Illinois Procurement Code (30 ILCS 500/20-10) to allow state contracts for supplies to be awarded using a "market basket analysis" method under competitive sealed bidding.

Market basket analysis evaluates vendors based on the lowest price offered for a representative sample of supplies, rather than pricing every individual item.

The representative sample of goods must constitute at least 75% of the resulting contract's total estimated cost, as determined by the procuring agency.

Contracts awarded using market basket analysis must include an option to add additional goods during the contract term.
