State Board of Education must develop a standardized Uniform Compliance Complaint Form for reporting school district or school violations of the School Code, available on all regional education office websites statewide

Regional offices of education or intermediate service centers must conduct independent investigations upon receiving signed complaints and issue written decisions within 60 calendar days

Districts found in violation must develop corrective action plans, with progress monitored and status posted publicly on regional office websites

School or district officials who knowingly provide false information or refuse to cooperate with investigations face hearings regarding their professional educator license status

Either party may appeal decisions to the State Superintendent of Education within 30 days of the written decision
