Beginning July 1, 2027, the annual electric vehicle registration surcharge increases from $100 to $320, with annual Consumer Price Index adjustments starting July 1, 2028.

Establishes a Road Usage Charge Program as an alternative to the flat $320 surcharge, charging EV owners 1.5 cents per mile driven with a $320 annual cap.

EV owners enrolled in the Road Usage Charge Program must report mileage and pay fees according to program terms; failure to pay or tampering with mileage devices may result in penalties and registration holds.

The Secretary of State will implement and oversee the program, with authority to contract with account managers and adopt rules for enrollment, payment, mileage reporting, and data privacy protections.

Revenue from the program and penalties will be distributed the same way as motor fuel tax revenue, after deducting administrative costs.
