Authorizes the Illinois Secretary of State to issue enhanced driver's licenses and enhanced identification cards that denote U.S. citizenship and can be used for re-entering the United States at land and sea borders.

Restricts eligibility to Illinois residents who are U.S. citizens and at least 16 years of age.

Permits inclusion of radio frequency identification (RFID) technology limited to a randomly assigned encrypted number, excluding biometric data, with required applicant acknowledgment of the technology's use.

Sets the fee for an enhanced driver's license at $30, in addition to standard license fees.

Applies all existing driver's license provisions regarding suspension, revocation, renewal, and violations to enhanced licenses.
