Defines "CCR management unit" as any land area at facilities with coal combustion residual (CCR) surface impoundments where noncontainerized CCR accumulations are received, placed, or managed, excluding CCR meeting coal combustion by-product definitions unless causing groundwater contamination

Requires owners/operators of CCR surface impoundments to submit Facility Evaluation Reports (Parts 1 and 2) to the Illinois EPA by February 8, 2027

Establishes permit requirements for CCR management units containing 1 ton or more of CCR, including construction, closure, and post-closure care requirements with mandatory closure alternatives analysis

Imposes fees for CCR management units: $75,000 initial fee per unit by July 1, 2027; $25,000 annual fee for units not yet closed; and $15,000 annual fee for units in post-closure care beginning July 1, 2028

Requires performance bonds or financial assurance (trust fund, surety bond, or irrevocable letter of credit) for CCR management units to ensure proper closure, post-closure care, and remediation of releases
