Prohibits water utility service termination for nonpayment when National Weather Service forecasts temperatures at or below 32°F or at or above 90°F within the following 6 days, or during excessive heat watches, warnings, or advisories

Applies water shutoff protections to all residential users, including tenants of mastermetered apartment buildings

Requires a public referendum to approve acquisition of a state-owned or politically subdivided water or sewer utility by a large public utility (investor-owned utilities serving more than 15,000 customer connections)

Current law only requires a public meeting and newspaper publication for such acquisitions; the bill adds mandatory voter approval

Takes effect immediately upon becoming law
