Requires the Auditor General to conduct performance audits of the Illinois Power Agency's Renewable Portfolio Standard programs and Adjustable Block program in calendar years 2027, 2032, 2037, 2042, and 2047

Audits must assess whether the state is meeting renewable energy goals, evaluate renewable energy credit pricing compared to neighboring states and Arizona, and examine whether appropriated funds are being maximized

Mandates review of solar vendor bankruptcy rates in the Adjustable Block program and recommendations for protecting customers from vendors not meeting their obligations

Each audit must include physical inspections of 3 random solar sites funded through the Adjustable Block program, with the Auditor General authorized to consult energy experts or employ an energy consulting firm

Audit findings and recommendations must be reported by December 31 of each audit year, with the provisions repealing on July 1, 2050
