Establishes a legal process for hotel operators to evict occupants who fail to pay lodging charges, classifying non-paying guests who remain after written notice as trespassers rather than tenants.

Provides civil and criminal liability protection for hotel operators and employees who act in good faith when requesting law enforcement assistance or peacefully removing non-paying occupants.

Exempts occupants in government-funded emergency, disaster-relief, or transitional housing programs where lodging is paid by federal, state, or local agencies and contracts specify removal procedures.

Authorizes peace officers to remove non-paying occupants as trespassers and arrest them for criminal trespass under the Criminal Code of 2012, but not when payment status is genuinely contested or a bona fide lease exists.

Preserves full landlord-tenant protections for occupants with bona fide written lease agreements, requiring judicial eviction proceedings for their removal.
