Requires persons convicted of excessive speeding (26+ mph over the speed limit) to use an intelligent speed assistance device under a Monitoring Device Driving Permit.

Defines "intelligent speed assistance device" as a technical device installed in a motor vehicle that actively monitors and prevents the driver from exceeding a preset speed limit.

Excludes manufacturer-installed speed control technology from the intelligent speed assistance device definition.

Amends the Unified Code of Corrections to add speed monitoring eligibility provisions to Class A and Class B misdemeanor sentencing guidelines.

May be referred to as the Intelligent Speed Assistance Monitoring Act.
