Establishes an annual transfer of up to $15,000,000 from the General Revenue Fund to the African-American HIV/AIDS Response Fund, beginning August 1, 2026, with the transfer amount equaling the difference between $15 million and any direct legislative appropriation

Requires grants be awarded annually to at least 15 different African-American community-based organizations, with grant applications accepted between March 1 and April 30 each year

Defines eligible "African-American community-based organizations" as those with majority African-American founding board members, serving primarily African-American individuals impacted by HIV, physically located in served communities, and in existence for at least one year

Allows unexpended grant funds from one fiscal year to carry over for use in the immediately following fiscal year without requiring a new application

Repeals provisions establishing African-American HIV/AIDS Response Officers and the HIV/AIDS Response Review Panel
