Adds one Illinois State Police member to the State Comptroller Local Government Advisory Board, expanding the board's composition beyond its current 10 local officials, 5 certified public accountants, and 15 public members

Expands the Board's advisory scope to explicitly include recommendations for reducing financial fraud, improving internal controls, and enhancing transparency in local government

Requires the Board to address detection, reporting, and investigation of fraudulent activity in units of local government

Board members continue to serve 3-year terms without compensation but with reimbursement for reasonable expenses
