Requires the Illinois Department of Transportation to accept requests for proposals for quick-build infrastructure as alternatives to traditional infrastructure projects

Allows quick-build infrastructure to include cycle lane segregators or other temporary infrastructure solutions

Defines cycle lane segregators as ground-bolted devices that prevent vehicles from entering cycle lanes while allowing cyclists to enter or exit as needed

Specifies cycle lane segregator requirements: heights of 5, 9, or 13 centimeters; flexible impact-absorbing cushions; reflective strips for day and night visibility; and high durability

Amends the Department of Transportation Law by adding new Section 631 to the Civil Administrative Code of Illinois
