Raises the signature requirement threshold for Illinois Department of Transportation construction contracts from $250,000 to $750,000 for contracts, renewals, master contract orders, and amendments requiring approval by agency executives, legal counsel, and fiscal officers.

Allows IDOT to proceed with bidding, awarding contracts, or construction activities after meeting federal conditional certification requirements under 23 CFR 635.309(c)(3), before obtaining full title to all required land.

Clarifies that IDOT may acquire interests in both public and private property for road construction purposes under the Illinois Highway Code.

Amends the Real Estate Appraiser Licensing Act of 2002 with changes to provisions on waiver valuations, endorsement, disciplinary action grounds, citations, discrimination investigations, and Real Estate Appraisal Administration and Disciplinary Board meetings.

Takes effect immediately upon becoming law.
