Amends the Criminal Identification Act to establish that information reported to the Illinois State Police is confidential and cannot be released unless expressly permitted by State or federal law.

Allows qualified entities to request State and national criminal history background checks on applicants by submitting a request form, signed waiver from the applicant, electronic fingerprints, and applicable fees to the Illinois State Police.

Requires the Illinois State Police to provide qualified entities with records of applicants' felony convictions or crimes directly related to providing care, treatment, education, training, supervision, or recreation to children, the elderly, or individuals with disabilities.

Restricts qualified entities to using background check information solely for internal purposes in determining applicant suitability, and clarifies that these checks do not satisfy other legally required background checks.

Mandates that if the Illinois State Police determines records provided to a qualified entity were inaccurate, updated records must be provided to both the qualified entity and the applicant.
