Transfers authority for fingerprint-based criminal history checks on day care providers from the Department of Children and Family Services to the Department of Early Childhood, effective July 1, 2026

Requires all day care license applicants, employees, and volunteers to authorize investigations into their criminal history, including any charges filed and their dispositions

Mandates fingerprint submission to the Illinois State Police for checks against State and FBI criminal history databases, with fees deposited into the State Police Services Fund

Allows probationary hiring of employees or volunteers after receiving qualifying results from either the FBI fingerprint check or the Illinois State Police check combined with checks from states where the person resided in the preceding 5 years

Requires probationary employees to be supervised at all times by someone who has cleared all background check components, and employees must be re-investigated every 5 years per Child Care and Development Block Grant requirements
