IL SB3646

Creates Jurisdictional Veterans Assistance Commissions (JVACs) allowing counties without existing Veterans Assistance Commissions that share a multi-county judicial circuit to form joint commissions to serve veterans and their families.

Expands eligibility for veteran assistance to all who served in the U.S. armed forces, National Guard, or State Guard and did not receive a bad conduct or dishonorable discharge, removing the previous requirement for honorable or general discharge.

Authorizes counties with populations under 3 million to levy property taxes up to 0.03% of assessed value (or 0.04% if approved by voters) to fund Veterans Assistance Commissions and JVACs.

Permits veterans service organizations or commissions to request arbitration or bring civil action against counties that fail or refuse to provide recommended assistance.

Establishes a Veterans Assistance Provost within the Attorney General's Office and requires mandatory training for commission delegates, annual voting reports, and audit reports while prohibiting transfer of commission funds to not-for-profit corporations.
