Creates the Alexander/Pulaski Medical District covering areas from Cairo to north of Pulaski City in Alexander and Pulaski Counties, bounded by the Mississippi River, Ohio River, Modglin Road, and Interstate 57/Route 3/Route 127

Establishes a 15-member Commission (12 appointed, 3 ex officio) with appointments made by the Governor, Mayor of Cairo, and the Alexander and Pulaski County Board Chairpersons, each appointing 3 commissioners for 3-year terms

Grants the Commission authority to acquire property through purchase, gift, or eminent domain (excluding quick-take powers) and to construct hospitals, clinics, research facilities, and high-technology enterprises within the District

Requires the Commission to operate without taxing authority and to submit biennial reports to the General Assembly by March 1 of each even-numbered year

Mandates relocation assistance for displaced persons at least equal to federal standards under the Uniform Relocation Assistance Act, and requires a comprehensive master plan before property acquisition or construction
