Paraprofessionals with at least 5 years of experience in Illinois schools and a valid paraprofessional educator endorsement would be eligible for a Substitute Teaching License without needing a bachelor's degree or 90 credit hours in an approved educator preparation program.

Amends Section 21B-20 of the School Code (Educator Licensure Article) to create an alternative pathway to substitute teaching licensure.

Targets experienced school support staff who already hold an Educator License with Stipulations with a paraprofessional endorsement.
